Why do you get good karma in chinese invasion in fallout 3?

Why does the "Chinese invasion" in the tranquility lane terminal give the player good karma instead of bad karma when the soldiers are killing everybody. You would get bad karma for killing everyone as the pint-size slasher so why get good karma when the soldiers kill the residents?
