Where I can obtain a gazatte in Malaysia issued in the year 1997?

I remember, during the 1997 asian financial crisis, Bank Negara issued a gazette instructing all finance companies not to declare motor car loan defaulters bankrupt but write off the bad loans. I looking for this particular gazette. Anyone, please help?
