If illegal immigration is not de-facto admission of flaws in your country, culture and people, then what is it?

Rather than jump to my own conclusions, I'm just asking: If you feel you have to enter another country illegally in order to survive or get ahead, doesn't it say you perceive your country, your culture and your people flawed at best or inferior at worst.. whether or not they really are?
